e-Delivery for taxi drivers: what needs to be done by September 30, 2026?

Are you running a taxi business registered with CEIDG before 2025 and still don't have active e-Delivery? You must ensure your business address and its entry in the Electronic Address Database by September 30, 2026.


From October 1st, the obligation will also apply to other businesses in this group. Simply submitting an application isn't enough—the mailbox must also be activated. This is confirmed by a September announcement from the Ministry of Digital Affairs .

Does every taxi driver have to have e-Delivery?


The answer depends on your business model. You can run your own business, work with a fleet partner as an entrepreneur, or operate under a contract without a company. With e-Delivery, this detail determines whether you need to set up a business address.


This obligation stems from the status of an entrepreneur entered in the appropriate register. Simply working as a taxi driver does not entail the obligation to set up a personal mailbox. This is a requirement of the entities listed in Article 9 of the Electronic Delivery Act .

If you work with a fleet partner but run your own business, you check your company's obligations.


The subjective scope of the regulations indicates that the partner's mailbox does not replace the address of your company.

What changes in the receipt of official letters?


e-Delivery is the electronic equivalent of a registered letter with acknowledgment of receipt. The system allows you to send correspondence and confirm its dispatch and delivery. This is how the official e-Delivery service describes the service.


For drivers, this means they can handle official documents without a separate trip to the post office. You can pick up the document online when you're comfortable reading and responding to it.


This requires an electronic delivery address, or ADE . After activating the mailbox with a public provider, the address is transferred to the Electronic Address Database (BAE) . Confirmation of the application submission does not constitute the end of the process.


How to set up and activate e-Delivery for taxi business?


The following instructions apply to a company mailbox with a public provider, operated by Biznes.gov.pl . Setting it up is free.


If your company already has an address with a qualified supplier and is registered with BAE, check your existing service. You don't need an additional mailbox just because October is approaching. The Ministry of Development and Technology describes both options.


1. Open a service for entrepreneurs


Go to the e-Delivery address application page on Biznes.gov.pl , select "Pay online" and log in.


Prepare your company details, email access, and a method for signing the application. You can use a trusted profile, a qualified signature, or a personal signature.


2. Complete and sign the application


Check your company details and the email address designated for notifications. Select the email address you're actually accessing—that's where you'll receive the information you need to proceed.


An entrepreneur registered with CEIDG can manage e-Delivery themselves or appoint an administrator. Then sign and submit the application.


3. Wait for information about creating the address


You'll receive an email with activation instructions. If you don't see it, please also check your spam folder and the status of your application.


At this stage, ensure you complete the rest of the procedure. The Biznes.gov.pl instructions clearly separate address creation, activation, and BAE registration.


4. Activate your company mailbox


After receiving the message that the address has been created:


  1. Log in to your Entrepreneur Account.

  2. Open the "e-Delivery" tab.

  3. Select the correct box.

  4. Click "Activate".

  5. Enter your email address for notifications and read the terms and conditions.

  6. Select "Activate mailbox".

5. Check confirmation


Once activation is complete, check the box activation information and the message confirming your address has been entered into BAE. Open your box and make sure you can access your correspondence.


This is the moment to check off the service activation. Keep the confirmations, rather than ending with the message that the application has been submitted. The order is confirmed by the procedure description on Biznes.gov.pl .


After activation, you still need to collect letters regularly


Activating your inbox takes care of the formalities, but you still need to manage it on a daily basis. Set up notifications and choose a fixed time to check your correspondence—for example, before starting work or after your shift ends.


This has legal implications. Failure to collect correspondence sent by a public entity may result in a false delivery. Pursuant to Article 42(2), a letter is deemed delivered on the day following the expiry of 14 days from the date of receipt, as indicated in the proof of receipt. This applies to the situation described in Articles 41–42 of the Act .


In practice, an unread letter may have legal consequences, and the deadline for a response or appeal may start running even if you are not in the mailbox.


Treat a regular email notification as a signal to review the document. Handle the correspondence itself using e-Delivery.


If an accountant or other person will manage the mailbox, agree on the scope of work and grant appropriate permissions. A CEIDG-registered entrepreneur can appoint an administrator, as confirmed by the Ministry of Digital Affairs. Also, arrange a replacement for vacation time.

Private mailbox, trusted profile and suspended activity - three important cases


I already have private e-Delivery. Is that enough?


You need a separate business address for your business. Do not provide your private ADE as the business address on your CEIDG application.


I have a trusted profile and use ePUAP. Is there anything else I need to do?


Check if you have a registered and active business e-Delivery address. A trusted profile is used, among other things, to sign the application; having one does not automatically activate the mailbox. ePUAP also does not replace the requirement to have an ADE. My taxi business has been suspended. Can I wait until it resumes?


Suspension of business activity does not waive the requirement to have an address. Furthermore, reporting the suspension as a change to the CEIDG entry after June 30, 2025, could have resulted in its creation earlier. This case was explicitly described in the official responses regarding e-Delivery .


What to check before the end of September?


Open a business account and make sure that:


  • the box is active;

  • the company address has been entered into BAE;

  • you have access to correspondence;

  • e-mail notifications are up to date;

  • it is known who receives the letters and when.

FAQ - Mandatory e-Delivery for Taxi Drivers


1. By when does the taxi driver have to activate e-Delivery?


If you run a business registered with CEIDG before January 1, 2025, and the obligation didn't apply to you earlier, ensure that your company mailbox is activated and your address is entered in BAE by September 30, 2026. As of October 1, you must have an active address. Official announcement.


2. Does the obligation apply to every taxi driver?


This obligation applies to entrepreneurs. If you work full-time or on a contract basis and don't run your own business, simply working as a taxi driver doesn't obligate you to set up a company mailbox. This is due to the scope of entities specified in the Electronic Delivery Act.


3. Is a fleet partner box sufficient if I have my own business?


No. If you work with a fleet partner as a business owner, your company is subject to its own address requirement. The partner's mailbox serves their company and does not replace your business address. This is a consequence of the subjective scope of Article 9 of the Act.


4. Does a suspended taxi operation also have to have e-Delivery?


Yes. Suspension of business activity does not exempt you from the obligation to have an address. Furthermore, reporting the suspension as a change to your CEIDG entry after June 30, 2025, could have resulted in the obligation arising earlier. This is explained in the official FAQ from the Ministry of Digital Affairs.


5. Where can I set up e-Delivery for my company and how much does it cost?


You can submit your application online at Biznes.gov.pl. Creating an address and company mailbox with a public provider is free. Prepare your company details, email address, and the ability to electronically sign the application.


6. Does the mere submission of an application mean that the obligation has been fulfilled?


No. After creating the address, you still need to activate the mailbox . Then, check the confirmation of activation and entry of the address in the Electronic Address Database. 7. Can I use a private e-Delivery address for my taxi business?


No. You need a separate business address for your business, even if you run a sole proprietorship. A private e-Delivery address should not be included as the business address on your CEIDG application. See Biznes.gov.pl for more information.


8. Does a trusted profile or ePUAP account replace e-Delivery?


No. A trusted profile allows you to sign applications, among other things, but it does not activate a company mailbox. An ePUAP account also does not replace the required e-Delivery address. Please check separately whether your company ADE is active. Rules for electronic communication.


9. Can an accountant receive e-Delivery on my behalf?


Yes, you can appoint an administrator or grant appropriate permissions to manage the mailbox. However, simply maintaining the accounts doesn't mean the accountant has been granted access. Agree on who receives correspondence and informs you about deadlines. Rules for mailbox management.


10. I already have an active company email account. Do I need to set up a new one before October?


No, if your business address is active and registered with BAE. This also applies to a properly registered address with a qualified supplier. Check your mailbox access and the validity of your notification details. Information for entrepreneurs.


11. What happens if I do not collect an official letter?


Failure to collect a letter does not suspend the effects of delivery. In the case of correspondence from a public entity, the Act provides that it is deemed delivered on the day following the expiry of 14 days from the date of receipt indicated on the proof of receipt. The response period may then begin to run. Articles 41–42 of the Act.


12. What should I do if I miss the e-Delivery launch date?


Complete the missing action as soon as possible: submit an application, activate a created mailbox, or explain the missing BAE entry. If the application has already been submitted, first check its status. Complete the entire service activation procedure until you receive confirmation of activation and address entry.
